Why are learning objectives critical in eLearning?

In a world where companies invest millions in training and employees have limited time, clearly formulating learning objectives becomes a critical factor for success. A Harvard Business Review study (2023) shows that over 70% of employees feel lost in training programs without clearly defined expectations.

For an eLearning course to be effective, it must start with a clear answer to the question: What do we want learners to know or be able to do by the end of the training? That is exactly what learning objectives define.

What are learning objectives?

Learning objectives are specific, measurable statements that describe the knowledge, skills, or attitudes learners should acquire upon completing a given training. They guide the content, methodology, assessment, and motivation.

Three components of an effective learning objective

  1. Performance: What should the learner do? (e.g., describe, apply, analyze)

  2. Conditions: Under what circumstances will the performance be demonstrated?

  3. Criteria: To what degree must the task be achieved?

Example: „After completing the training, the employee should be able to generate a report in ILIAS for safety training, using the administrator panel, without additional help.“

Using Bloom's taxonomy

Bloom's taxonomy classifies cognitive levels of learning – from remembering to creating. Using it ensures balanced and strategic learning objectives.

Example progression of objectives:

  • Remembering: List the main phases of project management

  • Understanding: Explain the difference between the waterfall and agile models

  • Applying: Use a Kanban board in a real task

  • Analyzing: Distinguish the risks in two different projects

  • Evaluating: Assess the effectiveness of an approach

  • Creating: Create a new task management process

Common mistakes when formulating learning objectives

  1. Non-measurability:

    • - "The employee will understand how the system works."

    • + "The employee will list the three main functions of the ILIAS system."

  2. Overly general objectives:

    • - "Learn something new."

    • + "Create a user activity report in ILIAS LMS."

  3. Omitting conditions and criteria:

    • - "Be able to negotiate."

    • + "Conduct a negotiation with a client using the SPIN technique, without intervention from a third party."

Relationship between learning objectives and content

Learning objectives are the navigator, and the content – the route. Without objectives, content risks being irrelevant or unnecessary. When the objective is clear, we can choose the best method to achieve it: video, simulation, case study, or quiz.

For example, if the objective is „To analyze sales data“, a simulation game is more suitable than a theoretical text.

Learning objectives in a corporate context:

For HR professionals:

  • "After completing the course, the HR professional will prepare an onboarding training plan using ILIAS LMS."

For sales teams:

  • "After the training, the sales representative will apply the objection-handling technique in a simulated conversation."

For managers:

  • "After completing the training, the manager will assess the effectiveness of team performance through a feedback framework."

How to formulate learning objectives in practice

  1. Identify learners' needs – through surveys, interviews, or performance analysis

  2. Determine what needs to change – knowledge, skills, attitudes

  3. Formulate objectives with Bloom's verbs – they ensure measurability

  4. Review the objectives with a focus group – involve representatives of the target audience

  5. Integrate the objectives into the LMS – ILIAS supports linking learning objectives with modules, tests, and certificates

Data and research

  • ATD (2024): Programs with clearly defined objectives achieve 47% higher completion rates

  • LinkedIn Workplace Learning Report (2023): 78% of employees share that clear objectives increase motivation to learn

  • PwC Survey (2023): 68% of team leaders expect training programs to lead to specific workplace behavior
